Mission Summary: A Company conducts logistics convoy operations from Camp Blanding Joint Training Center to Bay County, FL to deliver emergency relief supplies in support of Hurricane DELTA relief operations. 1st Platoon is tasked to execute the convoy.
Training Focus: This is a COMPANY-LEVEL OPORD. Candidates receive this order as the 1st Platoon Leader and must conduct TLP to plan their platoon’s execution of the convoy mission. Focus areas include route planning, convoy organization, contingency planning, and decision-making in degraded infrastructure environments.
Evaluation Timeline: Candidates will receive this OPORD and have 75 minutes to complete TLP Steps 1-8. Candidates will brief their platoon order to cadre. This is a planning exercise only.

1. SITUATION
a. Area of Interest
State of Florida, from Camp Blanding Joint Training Center (Clay County) to Bay County (Panama City area). Hurricane DELTA made landfall 72 hours ago as a Category 3 hurricane, causing widespread damage to infrastructure, power grid, and transportation networks in the Florida Panhandle. Route distance is approximately 200 miles. Major highways in the region include I-10, US-90, US-231, and US-98.
b. Area of Operations
1. Terrain. The region between Camp Blanding and Bay County consists of flat to gently rolling terrain with pine forests, agricultural areas, and small towns. Urban areas in the region include Lake City, Tallahassee, and Panama City. Infrastructure damage increases approaching Bay County.
- Key Terrain: Camp Blanding Assembly Area (SP), Bay County Staging Area in Panama City (RP). Fuel availability is limited in the affected area; plan fuel stops accordingly. Major highway interchanges and urban bypass routes may experience congestion.

c. Civil Considerations
Hurricane DELTA caused significant damage to Bay County and surrounding areas. Power outages are widespread—expect non-functional traffic signals. Fuel availability is limited. Emergency services are overwhelmed. Civilian population is stressed and may approach military convoys seeking assistance.

- Power: 80% of Bay County without power; degraded along route approaching affected area
- Communications: Cell service intermittent; some towers damaged
- Fuel: Stations may be closed or out of fuel due to power outages and panic buying
- Traffic Signals: Non-operational in affected areas

2. MISSION
A Company conducts logistics convoy operations from Camp Blanding Joint Training Center to the Bay County Staging Area NLT __ to deliver emergency relief supplies in support of Hurricane DELTA relief operations.
3. EXECUTION
a. Commander’s Intent
Purpose: Deliver emergency relief supplies to Bay County to enable humanitarian assistance operations for civilians affected by Hurricane DELTA.
Key Tasks: (1) Conduct convoy from Camp Blanding to Bay County safely and efficiently. (2) Maintain convoy discipline and accountability of personnel and equipment. (3) Navigate obstacles and degraded infrastructure. (4) Deliver supplies to the staging area.
End State: Relief supplies delivered to Bay County Staging Area, all personnel and equipment accounted for, company prepared for follow-on missions.
b. Concept of Operations
A Company conducts a logistics convoy from Camp Blanding to Bay County. 1st Platoon executes the convoy as the main effort, transporting relief supplies via three LMTVs with HMMWV escort. 2nd Platoon maintains security of the Camp Blanding assembly area. 3rd Platoon secures the Bay County Staging Area and prepares to receive the convoy. Upon arrival, 1st Platoon transfers supplies to the staging area and prepares for return convoy or follow-on operations as directed.
c. Scheme of Movement
- Convoy composition: PL HMMWV (lead), LMTV #1 (1st Squad), LMTV #2 (2nd Squad), LMTV #3 (3rd Squad), PSG HMMWV (trail).
- Platoon Leader selects primary and alternate routes with designated checkpoints, fuel stops, and rest halts.
- Convoy maintains 50-100 meter intervals; adjust for traffic conditions.
- Actions at non-functioning traffic signals: treat as four-way stop; lead vehicle establishes right-of-way, convoy follows as single unit.
d. Scheme of Fires

e. Tasks to Subordinate Units
1st Platoon (Convoy Element — Main Effort):
- TASK: Plan and execute the logistics convoy from Camp Blanding to Bay County Staging Area. PL leads in HMMWV, navigates the primary route, and makes rerouting decisions at obstacles. PSG trails in HMMWV, monitors convoy integrity, and manages recovery if a vehicle breaks down. Maintain accountability of all personnel and supplies throughout movement. Deliver supplies to the staging area and prepare for follow-on operations.
- PURPOSE: Transport relief supplies along the 200-mile route so humanitarian assistance operations can begin in Bay County.
2nd Platoon:
- TASK: Maintain security of Camp Blanding assembly area and be prepared to dispatch recovery assets if required.
- PURPOSE: Secure the rear area and provide support if the convoy requires recovery or resupply.
3rd Platoon:
- TASK: Secure Bay County Staging Area, prepare to receive the convoy, and coordinate with county emergency management for supply transfer procedures.
- PURPOSE: Ensure the delivery point is secure and ready so supplies can be offloaded and distributed without delay.
f. Coordinating Instructions
1. Convoy Procedures:
- Maintain visual contact with vehicle ahead at all times
- Report immediately if contact lost
- Do not pass other convoy vehicles
- Lost vehicle: Stop at last known location, attempt radio contact, await guidance
2. Traffic Control at Non-Functioning Signals:
- Treat as four-way stop
- Lead vehicle establishes right-of-way; convoy follows as single unit
- Use ground guides if intersection congested or visibility limited
3. Civilian Interaction:
- Be professional and courteous
- Provide directions and information when possible
- Provide first aid for life-threatening emergencies only
- Do NOT distribute supplies en route—supplies designated for staging area
- Report significant civilian interactions
4. Fuel Management:
- Depart with full fuel tanks
- Platoon Leader plans fuel stops based on route and vehicle range
- If commercial fuel unavailable, report to higher for military fuel point location

4. SUSTAINMENT
a. Logistics
- Fuel: Full tanks at SP; refuel at planned fuel stops. Emergency fuel coordination through Company TOC.
- Meals: MREs carried by each vehicle; consume during scheduled halts.
- Water: Each Soldier carries 2 quarts minimum; additional water in each vehicle.
- Maintenance: PMCS prior to SP; report deficiencies to PSG. Trail vehicle carries basic recovery equipment.
- Supplies for delivery: 3x LMTV loads of relief supplies (water, ice, MREs, tarps). Manifest provided separately.
b. Health System Support
- First aid kits in each vehicle.
- CLS personnel in trail vehicle.
- Civilian emergency: Stabilize, contact 911 if available, report to Company TOC.
- Military casualty: Stabilize, continue to nearest medical facility, report to Company TOC.
